Dominion Energy Virginia is seeking suggestions from developers for new solar, onshore wind, and energy storage projects. The company publishes annual calls for proposals (RFPs) to support the goals of the Virginia Clean Economy Act (VCEA) and help the company meet its goal of net-zero greenhouse gas emissions by 2050.
Dominion Energy claims to have made significant progress in meeting the VCEA's goals. The company is developing the largest offshore wind project in the United States off the coast of Virginia and has more than 5,200 MW of solar under development or operation in the state.
“Every day we continue to make strides toward a clean energy economy in Virginia,” said Ed Baine, president of Dominion Energy Virginia. “The proposals we are looking for are another important step forward. They will bring more clean energy to our customers, more small projects to our communities, and more clean energy jobs to our economy. “
This year's RFP contains additional guidelines for cooperation with local governments and stricter requirements for environmental justice. Project developers must provide a solid environmental equity impact assessment of each project and, where appropriate, demonstrate meaningful engagement with the communities in which projects are located.
The details of each RFP are as follows:
Supply-scale renewable energy and energy storage projects
Dominion Energy Virginia is looking for proposals for up to 1,000 MW of solar and onshore wind. The company can either purchase these projects or enter into power purchase agreements (PPAs) with third party developers. According to its own information, the company is also asking for offers for energy storage projects with an output of up to 100 MW. Projects must be larger than 3 MW and located in Virginia.

Small solar projects
The company is looking for proposals for small solar projects up to 175 MW – 80 MW for commercial operation in 2023 and an additional 95 MW in 2024. These projects, also known as distributed energy resources, must be 3 MW or less .

Community solar projects
The company is looking for proposals for up to 8 MW solar to aid the company's collaborative solar pilot. Individual projects must be 2 MW DC or smaller. Notifications of intent to offer and confidentiality agreements are due by May 21, 2021.
